As there are no working law system exists in Russia or in the Ukraine, it would be too risky to let users withdraw money to their bank accounts.

In case of fraudulent behaviour it would be impossible to limit the damage what these users might cause.

I think such choices are created way before their formal reports so PayPal must have created sure everything was prepared before changing their plan so the description about a easy error appears to be more or less affordable even though I can hardly think about one of such a range in a large organization individuals have started acquainted to believe in.

yeah but the way things are in Russia, with no real laws and lots of crooks, adding them to PayPal can be extremely risky. Until Russians clean up their act, every business would do well to be extremely cautious.

Paypal seem to be struggling in a lot of countries. They are also having trouble in India
